Health and Safety Regulations
The Construction (Design and Management) Regulations 2015 put various responsibilities on schools regarding health and safety throughout a building project. As part of our consultancy service, these duties can be passed to us.
The Construction (Design and Management) Regulations 2015 aims to improve health and safety of any construction project, no matter the industry. It aims to help:
- sensibly plan the work so the risks involved are managed from start to finish
- have the right people for the right job at the right time
- cooperate and coordinate your work with others
- have the right information about the risks and how they are being managed
- communicate this information effectively to those who need to know
- consult and engage with workers about the risks and how they are being managed
As mentioned, the responsibilities on schools is to supply all relevant information needed. Such as asbestos surveys and existing health and safety records. Everything has to also be supplied in advance of the works commencing. Included within that information, needs to be something that shows the works are suitably planned, to ‘design out’ risk wherever possible.
Our Extended Consultancy Service
As part of our consultancy service at ECP, these duties and requirements can be passed on to us. Still remaining under the regulations, but something our customers find incredibly valuable. We become the ‘principal designer’ and are therefore technically responsible for all these elements of the project.
The ‘principal designer’s’ role includes gathering information at the design stage, to ensure all tendering contractors have their own relevant site-specific information in place. This goes on to include coordinating any necessary surveys that will aid in gathering that information. It will also include a site visit and putting together a ‘pre-contract information’ (PCI) document, which is appended to the specification.
Post tender, our role as the ‘principal designer’ continues with a review of the appointed contractor’s Construction Phase Plan (CPP). We will also provide confirmation to the school that this meets the regulations, and include a compilation of the full health and safety file, on completion of the project works.
